Does anyone have a solution to the problem of salt coming out of old walls so that they will not hold paint?

Your problem is sulphur, it comes out of the mortar

The big problem in the coastal regions is that the construction sand is not washed and the high concentration of salt results in a exfoliation of the walls. There is not much to do about but accept it or repair the walls sporadically. I would not recomend you to buy expeensive painting products, they will not work.
