Applying for a NIE

Good Afternoon,

Can anyone tell us the best and quickest way to get a Nie?

My husband already has 1 but has been told he possibly needs a new 1 as his is 19 years old?

I don't have 1 at all.

Any great advice will be truly appreciated.
