Where can I get scuba tanks tested on Lanzarote?

It is rumoured that a scuba tank testing facility is now available on Lanzarote. If so where is it and also is it possible to buy air tanks on the island? I have been to Decathlon and they appear to sell everything to do with scuba BUT tanks.
