Spanish driving test

I’m hearing that anyone arriving to stay in Spain now has to take a Spanish driving test,if true does that include a theory test in Spanish?
I am not sure if you would have to take a theory test, but if you look on the Gov.uk website, it says that they are working to overturn this, so hopefully, soon you will be able to exchange your UK licence for a Spanish one without having to do a test.
