paying bills

when i was in mainland Spain, there was a company that looked after your main household bills i.e setting them up with the authorities (e.g basura , ibi, etc) and you could go to their office if you had any general enquiries, whether it be tv licenses, deal with the water company, car, any general enquiries or problems for which they charged an annual fee (i think then about 90 euros), which was great to know that there was someone to help you if you werent resident. Is there anything similar in Playa Blanca that may do this ?
