Internet, IPTV «pay as you go »

As a future non-resident of Lanzarote/Costa Teguise, I would like to know which internet service providers offer Internet access and/or IPTV (for French, Germann and Swiss TV-programs) on the base of « paying only what is consumed », i.e. not paying a monthly rate when I'm not in Lanzarote.
