My wife and I are non-working residents who own our home. We are not yet retired and are residents back in UK. We would like to register with our local Doctors Surgery but everything I have read says we need a Social Security number, is that correct ? We have NIE, Passport, copy of Escritura, Spanish Bank Account and copy Utility Bills, should this be sufficient to get registered?  Any advice welcomed. Many Thanks.

I am not 100% sure as the boundaries change so fast but as you state, you are non working residents, not yet retired, and not getting the UK pension then I think you will find you will have to pay for private medical. If you were working even just one of you then you would be entitled to health cover plus your spouse would piggyback off the worker.

Once retired you need an S1 form from the UK this is not difficult to get but unless you are very proficient in Spanish then have a word with the various people who advertise re paperwork and get someone on board. With this you are then able to join the health service here and happy days you are in the system. 

But as I said things change very quickly.

I recall from looking into this several years ago that after one year of being registered with the local authority((padron) one is able to buy into the health system much cheaper than paying for private cover. When I was investigating the cost was about 80eu per month.

You cannot register unless you get your residents but with your E111 and passport can get  free health care here when you are on holiday( limit 90 days)- they do like you to go with someone who speaks Spanish- or you could use google translate and take a letter explaining your health problem
