Strange bicycle

Has anyone seen the man riding the bicycle along the promenade.
I’ve tried to get a photo but always too slow.
He rides it and pedals sideways and controls front and back at the same time.

Hi yes he is a nice old guy up to last year he use to have his little dog in the side bag and played music as he rode along
